Two of my favorites for grades 1-3 are the following picture books:

_The Witch's Hand_ by Peter Utton (its a great read aloud)

_Grandpa's Ghost Stories_ by James Flora

"Hubnuckles"

My students also want "scary books".  We don't have really scary books in
the library. But, I read them "A monster under the bed" by Howe. I turned
off the lights and read by flashlight. I can be a dramatic reader.  I
took a blanket from my closet and wrapped it around myself   (Next time,
I would spread a sheet over the book cases)This seemed to work aS "scary"
even though the book is not very scary.  The kids shreiked, grabbed each
other and had a ball.  Other "scary" books i have are In a dark, dark,
room by schwartz, Bunting- Night of the Gargoyles.  I always tell them
that anything with a Halloween sticker is scary abut we don't really have
any true scary books.

How about Leach's Whistle in the Graveyard, and her The Thing at the Foot
of the Bed, or Favorite Scary Stories for American Children?  In a Messy,
Messy Room by Gorog?  Diane Goode's Book of Scary Stories and Poems?  The
Crack in the Wall by Mendoza?  The Dark Thirty by McKissack?

Our students have loved any of the Tailypo stories. I work in a K-1
school. These stories have been a hit. I have 2 and we compare the two
and vote on the scariest.

I've always had good luck with "Bonylegs" by Joanna Cole and "In a dark,
dark room and other scary stories" by Alvin Schwartz.  Both are
appropriate for grades 1 & 2.
