Many thanks to all who responded. Title VI is a federal education program with several parts. Funding is allocated to school districts based on enrollment and concentrations of low-income students. Private schools must be offered an opportunity to participate in Title VI funded programs by the district in which they are located. Districts may choose to use their funding for any of a dozen or so purposes; library collections are one of the possibilities.
