suggestions

Hello,
I am in need of your help again. Here is my problem. The school has had
4  media specialist in  the past 4 yrs. and none of them have done much
of anything(I know because I have taught in this school for 16 yrs.) I
have found that the card catalog has not been updated any during this
time ( we are not automated) There are many other things but..I don't
know where to begin with the cataloging. Any suggestions please!  TIA. I
have been learning so much from all of you! thanks
