Charges for Overdue Books, etc at Middle School level

How much should I charge for overdue books or lost or damaged books?  Do
most middle school librarians allow reference books or magazines to be
checked out overnight?  I am a new librarian in a Title 1 middle
school.  The library does not have a copy machine.  Also, there is only
one computer with internet access (via dialup modem).  I want to charge
enough to discourage mishandling the materials but not so much that it
is out reach for these students.  I would appreciate hearing from more
experienced librarians!
