One simple idea I use (not being creative and artistic) is to suspend a tree branch (dried, with the leaves and smallest twigs removed) from the ceiling so that it comes down to just above the reading librarian's head. Throughout the year, we decorate it with various thematic stuff, including things that the students make (eg., snowflakes), hanging the items from various lengths of thread. Makes a cozy nook when reading to the students (and, I notice lately, to quite a growing group of parents, teachers, and aides) I am one for building a library decorations collection, avoiding the disposable ones (even though I've seen some great ones) and purchase items from shops as I see them. We have special boxes that we continually add stuff to, but after a couple of years, the library decor is spectacular. Finally, be sure to check out the fabric stores - simple lengths of material can be used so many ways (covering boards, hanging from the ceilings and walls as banners, draped, etc.). This, too, gets stored away for future use. (Now if I could only find a nice artificial tree here.......)
