I believe you are referring to an early Dr. Seuss story "The Tough Coughs". There is a book that contains this and other stories, edited in 1987 by Richard Marschall, called _The Tough Coughs as he Ploughs the Dough, Early Writings and Cartoons by Dr. Seuss_.
