Target: Do you know this book?

Please help me find a book title for a fifth grade teacher at my Middle
School.  Here is how she described the book to me but she cannot think of
the title:

"Pre-teen level--about a big Victorian-style house that is not really
haunted but has all these pigeons outside.  Whenever there's no one around,
the birds turn into the ladies (or people) who used to live in the house."

That is all she can remember!  Someone out there probably knows the title of
this book so I could locate it for her by Monday.  Thanks in advance for
your help.
