ELEM: Book discussion groups

A 4th grade teacher has recently started book discussion groups.  She =
has 5 groups, each reading a different book.  Each group member must =
bring 2 prepared questions to the group for each meeting.  The problem =
is that all of the students' questions tend to be factual so the =
discussions fall flat and the teacher cannot work with all 5 groups at =
once.  Does anyone have any guidelines to help students learn to write =
discussion questions?  Thanks for any help you can give us.
