I'm sure they are not related, although you're right -- they do have similar voices. However, Mark Russell's topic is always politics, whereas Tom Lehrer used many different subjects for his comedy. I particularly liked his Lobachevsky routine, which is about plagiarism. I think Tom Lehrer's work is more durable because of his subject matter. I also think he's funnier.
