Internet Phone

I am thinking about trying to use the Internet for long distance and wanted
to know what software is the best for this purpose.  Is there any software
that can be downloaded or does it have to be purchased?  I know that you can
use ICQ for Internet Phone but it must be configured to an external
application.  If you have any information, please let me know.
