ELEM: Newspaper publishing

I want to have an after school technology club next year with 3rd grade
students.  I would like to have these students publish a monthly newsletter
or paper and build and maintain a simple web page for or part of a web page
for the school.  We have Netscape Composer to build a web page with and we
have access to Microsoft Word, Kidpix, Hyperstudio.  What would you use for
a simple newsletter or paper?  Would one of these work well or is there a
piece of software that might be better for 3rd graders to use for a paper?
I think some sort of template to follow is the best idea.
Any suggestions will be appreciated.
