Target: Schedule- Will this work?

Will an elem media center schedule that runs fixed three weeks of the
month and totally flex every fourth week work?  I am well aware that this
is not the way to do it, but I am trying to reach a compromise that will
not alienate.  And, in a large school, it seems to me that making just the
upper grades flexible doesn't allow for consecutive days to work with
students and teachers on a unit of study. Some of you must have tried this
and I'd like to hear from you before I even suggest it to the admin.
Please let me know what you have learned or even think about this idea.
