Maryland Only - Certification MS Level II K - 12

I have not been successful in getting information from MSDE (MD State Dept
of Ed) concerning Media Specialist Certification.  I have called many
times but the line is always busy, and then I get disconnected.  I wrote
with my request but I was sent a brochure on everything but MS II, plus
information on Library Associate.
Has anyone had success lately in reaching them or do you have an email
address of a live person from MSDE who can help out? I will write again,
but I'm sure I have missed July certification, and apparently January is
the next period.  This does affect salaries.
