AV DISTRIBUTION ADVICE NEEDED

Hi. I am hoping for some suggestions about ditributing AV equipment.
This is my second year as an LMS and last yr. when I started, the
teachers had already taken equpment for their classrooms before I even
got there. You see, we had no LMS for two years so it was a
free-for-all. Having taught in the school for 12 years, I know some of
the teachers have claimed ownership on some equipment and certain sized
carts. There aren't enough carts of requested sizes and all but three of
the overheads are all over ten years old so there is usually a lot of
trading and many sour faces before it's all done.

Since I'm trying to inventory what we have now, I have attached sign out
cards to everything, but I don't know if I should distribute the
cartswith the equipment or have them come to me.

If I distribute, they will ask if I have a different something-or-other
and have to keep going back and forth. If I call them to come get their
things, which grade to I call first???? last???? If I have them come at
the same time, will I need a referee?????
