I am not the librarian, she is asleep at the moment, it
being 5 am. I am a night shift nurse on call, and
the husband of the librarian.

"Tweak UI", which, if it is installed, is in Control Panel,
has a tab called "paranoia".  This will do what you describe
and a number of other similar useful things.
(Tweak UI means to tweak the user interface).

The easiest way to look at the situation, in my
opinion, is to go to

http://www.zdnet.com/zdtv/search/

and type in

 tweak ui

into the search box, for a list of references.

Tweak UI is on the W98 installation CD; but you
have to deliberately install it, it doesn't come
automatically.
Also, Microsoft doesn't support it, so if it
doesn't work the way you want it to, you'll have to uninstall
it. Needless to say, being a propeller head, I have
it installed....
