Help with book i.d.

Dear Group,
I had a 4th grade teacher request today for a book
at least 20 years old.  All she can remember is
that it was about a group of people who had
survived a nuclear attack and lived under the
earth.  Everyone was bald because of the long time
spent underground. One boy finds an opening
through a cave, goes out into the world, and meets
another group of people who had survived also.
She said her class 20 years ago had been
fascinated with the book and she has searched
since then with no luck, and couldn't think of
title or author. Can anyone help with this?
