I just saw today two postings from graduate students looking for information for research papers. One was about public/school library cooperation. (I accidentally deleted the message before I could reply directly) A quick search on ERIC produced some articles on this subject including one titled: Combined School and Public Libraries: Guidelines for Decision Making. ED 371744 ERIC is a wonderful resource for finding all kinds of information about education and libraries. Also, have you tried searching Library Literature or Dissertation Abstracts? In Dissertation Abstracts make sure you search in both Education and Library and Information Science areas. Also, when you find something, take a minute to see what THEIR resources were. Sometimes that can be a GOLDMINE. Good Luck!
