This has been discussed quite often on PUBLIB.  There are no laws
restricting access to movies. The ratings are advisory only.  Many
public libraries do not restrict movie sign outs at all. All you need
is a library card (or added access to movies on your card). And
their policy is stated on the form that is signed when you get the
card.
