We always recycled information, going through any magazines that we were
throwing out and ripping the still relevant articles out, creating a
picture source file with the best pictures, keeping some for followups of
contacts.  We applied a single subject heading and then we had parents or
other helpers staple them like a booklet.  Kids and teachers loved it,
although with (ultimately) some 43 filing cabinets, the
filing/refiling/filing became quite a task.

We did try some of the "bought" items found in Vertical File Index and a
pamphlet service, but found it simply too interesting and useful to
concentrate on the rest.
