Copyright/Wav files

Is a short wav file (such as a clip from a movie like "Frankly, my
dear, I don't give a dame" or the "Hello, hello, hello -- hello" of
the Three Stooges) covered by copyright?  I know there is a certain
number of measures in a song when it is not considered copyrightable.
