The book you may be thinking of is Galimoto by Karen Williams(about a little African boy who makes a truck out of scraps of wire). Sorry, I am not at school at this moment, therefore, I do not have my catalogs. It is a reading rainbow book and I was able to locate it on Amazon.com so it appears that it is still in print.
