support fees

Our district is facing the increasing costs of support/service plans for
programs such as Accelerated Reader, STAR, Winnebago, etc.  With several
building libraries, this is adding up big time.  We are seeking
advice/opinion/experience from others who have dealt with this issue.  Do
you bite the bullet and pay for all buildings--do you trust that you can
survive without the service--how are you handling this?  We'd be grateful
for your answers.  I will be happy to post a hit for others interested.
