For the first time we tried this scheme to get library books back:  students could 
not be exempt from any finals until they were clear in the library.  Exemptions are 
based on attendance records and grade averages.  I've discovered that most students 
have the hope they are exempt in some class, and they will pay up and turn in 
books.  As the last week approached, I quit sending notices about fines and just 
concentrated notices on getting materials back.  Many students came in to pay fines 
anyway--just assuming I was still keeping up with them, and I had kept the list and 
took their change graciously.   But the best thing is that all materials were 
returned for the first time ever.
