LM_NET: Library Media Networking

In the new edition of Information Power, all the examples of content-area
standards cite "McREL" and a page number.  I have checked through the
references in the entire book and don't see anything that this might refer
to.  Does anyone know what McREL is, means, or refers to?  Is it a
publication that is available somewhere?
