Summer Reading Lists How?

Friends,

One of the Librarians in my county has a question regarding summer reading
lists - She would like to do this next summer and wonders:
    1.  are reading lists,  if you have done them, mandatory or suggested?
    2.  How do you monitor what has been and has not been read?
    3.  Is it a district wide or school only list?
    4.  I s it a District or school policy so that everyone must do it?

Any help here would be appreciated.  Thanks so much.
