need short story title, high school

Please help!!
I have a student who is looking for a story he read in his English textbook
in high school. It is about a story where a man is walking through a town,
and notices that people have on ugly masks, or weights on their legs, etc.
The idea in town was to make everybody equal, so if you were beautiful you
wore an ugly mask, and if you were a good athlete, you wore the weights.
But, of course, if you saw someone with an ugly mask, you knew they were
beautiful. Does this ring a bell with anyone? We don't even know how to
look it up. Any ideas would be appreciated. Thanks in advance. I'll post
the answer.
