I think maybe the problem isn't that the teacher is bringing their class to the library too many times, but that the teacher doesn't have planned objectives for their research units, doesn't have good classroom control, or isn't limiting the visits to the time when they are most productive. I have learned that most classes can find their resources with about two days of class time in the library. After that it is time to start taking notes and that can be done in the classroom. I welcome classes whenever a teacher wants to bring them. I would be appalled if there were state guidelines to limit visits.
