TECH--Windows 95 question

I am dealing with a pc with Windows 95 that will not let me in to run Norton's on 
it to figure out what is wrong. (it just keeps ending at 99% on scandisk and will 
go no further!!  I am  Looking for someone to talk me through running NOrton's as a 
start up disk (I know how to do it on a MAC but these pc's are a lot harder!!!)
