REF: Quote "Is we is, or is we ain't?"

Is anyone aware of what this quote is, where it came from, etc.?  Is it
Pogo?  It kind of reminds me of "we have met the enemy, and they is us."

    "is we is, or is we ain't?"

I've searched on various search engines and can't come up with anything.
