Hmmmmm...
According to information on the website of Dr. Swigger's institution,
http://www7.twu.edu/slis/ls/programs/lre.htm

someone wishing to become a school librarian in the state of Texas
need not acquire an ALA-accredited MLS, but can instead meet all
requirements of the Texas Education Agency by obtaining a
*Learning Resources Endorsement*
Pre-reqs for that all-level certification program include:
 1. A bachelor's degree.
2. A valid Texas teacher's certificate.

Could some of Dr. Swigger's concern be that not enough people are
signing up for the MLA-program courses, but instead are going for
a "quick route" to a profession?

NOTE:  I am NOT opening up yet another argument re: MLS vs.
non-MLS qualifications/certifications.  I am just wondering if
Dr. Swigger may have some other (hidden) agenda that is not
readily apparent from the words in his article.
