TECH: Linking to File

Hello all you tech experts,

Does anyone know how to link to an executable file from a website?  I am
trying to list all of my school's electronic tools on one page and have
students access all from that one page.  My tech director has no problem
linking to those tools that are online, but can't figure out how to link
to some CD-ROMs that are networked throughout the building. Is this even
possible?  We are stumped!
