Survey: Flexible scheduling--elementary/middle

Hi Friends,
I am hoping you can help me out with some informal research I need for an
article.  I'd like to get a feel for how many major urban school
districts have flexible schedules and how many treat library time as
special or prep time.  I will happily post results.
