Need POOH writing guide

As I have been researching the impact of information skills on student
achievement, I came across a reference to something called, POOH step by
step guide for writing the research paper.  It is my understanding that it
is for teaching 4-5 graders how to research.  Please tell me how to get my
hands on this, I'm just curious about what it is.  I can't find any source
that can direct me to this.
Please help.
