GEN: Email surcharge--Hoax or not?

LM_NETTERS,

This morning I received an email about a Congressional Bill that would put =
a surcharge on all email messages.  It was asking people to send this =
message to everyone you know and to write to your congressmen.  I am =
wondering if this is a hoax.

I checked several of the hoax sites and could find nothing.  Does anyone =
know anything about this.
