TARGET: release time for collection development

Hi to all,
        I posted a request last week for help with setting up a new library
and thanks to all who responded. I heard many favorable things about
Follett and the services they provide, so I will probably use Follett and
their Titlewave program.
        However, I am trying to get "release time" to do the ordering. I
cannot imagine how to incorporate that job into all the other jobs we all
do each day. How much "release time" should I request? I thought maybe the
month of April? Some say librarians are hired the Jan. before the school
opens just to order the books? That makes me think one month isn't nearly
enough? Any ideas?
How long did it take you?
