Thanks to all who contributed ideas on how to go about designing a library
web page. I've placed your ideas in two categories: online sites
(including tutorials and courses) and books and videos.  The explanations
and comments  are from the persons who gave me the information.  I have
not looked at all of them.

www.ecb.org/ttt/courses.htm  -  these are tech tutorials for teachers from
                                              GlobalSchoolnet or do a search using

tutorial called "So you                                         want to make a Web

Book  --  Sams Teach Yourself HTML 4.0 in 10 Minutes  --  Amazon.com
Programs  --  Word 97 -- Easy and straight forward
                      FrontPage 2000  --  Easier to use that the programs
which do not have FTP                             (File Transfer Protocol - which 
publishes the
upgraded
                                  files from within the program.)
                  FrontPage 97  --  Simple, but has some bugs.  2000 is another
ballgame, a                               little more intricate, but easy just the 
same.
Video  --  FrontPage and Adobe Page Mill 3.0.  This is the video that one
of my teachers swears by.  A little boring, but it does the job.
