I like to encourage use, too, but there are a couple of considerations
to the issue.  If it's a free-for-all let's-all-just-have-fun situation,
what generally happens is that the most disruptive goof-offs gravitate
to the library and attract more like themselves while driving out the
students who genuinely need the library's resources and use them
constructively.  And the more I see of kids using computers on their own
the less useful I think they are educationally.  The computers become a
playpen -- there's little constructive use or learning going on -- with
the computers being merely toys to play with.  The boys are looking for
fast cars and nudes, and the girls are addicted to horoscopes and
e-mail.  If some of them can't get in four times a day to do e-mail they
come unglued.  This kind of sanctioned frivolous use makes it difficult
for teachers to keep the kids on task on computers or to get
constructive work from kids on computers -- not exactly what everyone
had in mind when putting in computers.
