ISTE "Processing Fee"

I just had a call from our business office about a "processing fee" charged
by ISTE.  There was no mention of a processing fee in their catalog, just
the shipping fee. Are companies now going to charge us two separate fees on
top of the cost of the book? Has anyone else seen a processing fee on top
of the shipping charges?
