Colleagues: Our media class would like to be able to use some popular songs in our weekly school news show. We have attempted to contact various record companies to request permission, and so far not one has even answered us. This simply encourages the students to use whatever they want without asking. One of the students even found a fair use web page, which has a section that would imply that they can use small portions without further permission. This is what they found: 4.2.3 Music, Lyrics, and Music Video Up to 10%, but in no event more than 30 seconds, of the music and lyrics from an individual musical work (or in the aggregate of extracts from an individual work), whether the music work is embodied in copies, or audio or audiovisual works, may be reproduced or otherwise incorporated as a part of a multimedia project created under Section 2.
