ELEM:Duty - Not Lib. Related

Our school would appreciate knowing how elem. schools deal with
car rider parents who have been informed that school is out at a
given time, but yet these parents do not pick up students until 30-
45 min. after dismissal  time.  The teachers on duty could have
been off duty 15-20 earlier had the parents done their part.

Please share how your school deals with this situation.
Our committee will apreciate your input.
