There are, basically, two views on combining/not combining HS/MS Fiction : To Combine : 1. slower high school readers and advanced middle school readers get to use a wider array of items 2. less duplication of titles Not To Combine : 1. middle schoolers gain access to more "mature" materials, high schoolers gain access to "easier reading" items for reports Like every library decision, which decision is made depends mainly on your school and its clientelle. In particular, the issue of middle schoolers reading fiction depicting sexual scenes, "bad" words, etc. is the chief concern I would have in this decision, basing it on previous parents' reactions. I've seen both in operation and found that the collection is better used when combined, that the slower reader can feel confident that he/she is not targetted for ridicule and middle schoolers tend to like certain authors or topics that they stick with.
