Jennifer, one thing I would probably encourage with slow readers or
nonreaders is partnered reading and testing and, perhaps, writing their own
tests, which would give them some control, responsibility for the reading
and comprehension and would help with their writing skills, too.

I'd also allow some retaking of the test.  There are many ways around it and
I'd be flexible -- one thing that is really bad about AR is its
inflexibility if the teacher's not flexible.
