I posted a hit on this already. Then I went off on holiday for a week. This
very useful answer came after my first hit.

I've ordered tons (it seems) of textbooks directly from the
publisher. The trick is to locate which region that she's in (most
probably, Germany or Western Europe), then contact That Person. Here's how
she could do it : unless she's got publishers' catalogs, go to the website
for the company and check around until she comes up with something like
"Sales Force", then e-mail either from that page or note the e-mail address
and send a separate one. The reason I've found that you don't get answers
can either be that the company has passed your message along to the
appropriate person or they only deal with corporate accounts and her
message might appear to be a personal one. By the way, tell her to
negotiate (!!!) with the agent and she can usually end up with extras of
lesson plan books, extra copies, etc.
