Air Conditioning for the library

Hi,
     I need to turn in my budget requests for next year. I have a great
library with two levels and 34 computers. The temperature for the last two
days has been terrible. I know that the library needs to be
air conditioned for the sake of the computers, but I need proof that it is
a neccessity. I always have to justify what I ask for, and this project
would be a huge expense. If you know of any articles, or web sites, please
let me know. Thanks.
