Using Windows 98 - changing files

Here is a little puzzle for all you Windows savy people.  I am experiencing
culture shock this year as I transfer my familiarity with the Mac world to
an acquaintance with the world of Windows.  On my mac I can change the
color of folders and files by going to the labels menu in finder and
choosing a color.  Can this be done on Windows?  And How is it
accomplished?  Please email me privately.
