Target: Copyright and video delivery systems

We are considering the purchase of a video delivery system that would =
digitize our current collection and save it to a computer so that anyone =
could access the collection through our LAN.  If we have public performance=
 licenses for the video tapes and laser disks, do we need to get permission=
 to change the format?  I know that was necessary when we changed from 5 =
1/4" floppies to 3 1/2" oh so many years ago.
