AUP-CD-ROM

Friends:

Our AUP links internet usage and CD-ROM usage.  (If you don't have a signed
AUP you can't use the internet OR CD_ROMs.)  The computer lab supervisor and I
don't see the logic of this and would like to get it changed.

Do any of you restrict CD-ROMs in this way?
