TECH: Technology coordinator qualifications

I have looked in the archives, but have not found the answers.  My questions
are:

  1. What are the qualifications of a school technology coordinator?
   2.  Would a person have to have any specific courses in order to
        qualify?
   3.  Does any state issue specific certification for technology coor-
       dinator?  What about New York State?
   4.  If so, what training do they require?

   I am asking for a science teacher at my school who may be interested in
becoming a tech coordinator.  We do not have one in our district to ask, so
I am asking my virtual friends --- you.  If your district has a tech
coordinator, perhaps you can ask these questions for me.
