One strategy that has worked for our school for several years is that
students who owe any money to the school (library, textbooks, lunchroom,
pictures, day care, etc.) are not allowed to attend their end-of-year
parties.  We just sent out a message concerning this over the PhoneMaster
yesterday.  I have been at my school for 5 years and we have very few books
that are not returned or paid for at the end of the year.
