I have a science teacher who is looking for a book remembered from
HS.  In it the smartest people are the lowest level.  A very bright
person is a janitor and can never rise higher.  He finds a tunnel and
a counsel where only candles are used.

I remember Harrison Bergeron but this novel is more detailed.
